Erm,.. It's a photoshop filter.Go filter--> pixelate--->halftone pattern

Kinda hard to explain.I think there's some tutorials on it here.Search for halftone pattern tutorial :P

Nice I really like the layout and soft colour/feel. The character in the middle looks especially well polished. I say this even though I know nothing about art :P
